There are non-lawyer businessmen on the Internet who pretend or imply that they are attorneys, when in fact they are not.
Other immigration "consultants", "specialists" or "professionals" Ex- Immigration officers, Counsel, CIC Employment
Counsellor , CIC settlement Counsellor claim to be able to do anything a lawyer can do, when in fact this is not true. CIC
regulations clearly prohibit non-lawyer business firms from representing an immigration petitioner or beneficiary in any manner
before the CIC, the embassies, or any other governmental institution. Many provinces have made “immigration consulting
non-lawyers illegal due to the extensive history of deceit or incompetence by such firms. Furthermore, if you hire one of these
non-lawyer firms below and something goes wrong, there is no Bar Association or any other entity to whom you can seek
redress, nor are such firms restrained in their conduct by fear of a Bar Association complaint or malpractice action by their
“clients”. There is an organization called CSIC , but all the mentioned people below are directors or have conflict of interest
with CSIC directors, so your complaints is invalid against those people.
You should always check a lawyer’s credentials. You can check JohnRya, Ron McKay credentials, or those of his associate
attorney, by calling theLaw society Bar Association at the province they practice. You can check the credentials of any
Canadian attorney Some Bar Associations even have on-line lookup of attorney credentials.

était prêt à jouer un rôle de premier plan dans la protection du public Qu

Dear Mr. J. Ryan
I do admit that you are certainly surprises CSIP everyday with new default of your own regulations. We have just noticed that your website
page paypal, provide the public with the payment method of charging your client with LEGAL SERVICES FEES. Because one of your client just
sent us a receipt that you have charged her with legal services fees which she thought that you are a lawyer!
CSIP investigated her complaint after she received confirmation that You are the one who is hosting the seminars not a registered lawyer of
any law society and just read her attachment clear and no mistake about it.
We want to know under which section of the CSIC regulations that an Immigration consultant is allowed to charge legal services fees for
immigration seminars hosted by yourself as ( Consultant) . Immigration Consultants are somehow confused to follow your step or CSIC
regulations steps. At one point and still to this day, your business cards and your signature use the term " immigration counsel " and now your
payment receipts shows that you do receive payment for " Legal services fees "
Mr. Ryan, please it is a my advice to you and to your clients as of today, is to change CSIC by-law and its regulations in order to fit your
business styles and have all consultants be treated equal. Because you are certainly put yourself out as a lawyer / Counsel no doubt about
this. This makes you again and again in default of your own Regulation which you imposed on CSIC members for the past two years.
We hope by now that you can get the picture that you are as equal as to any Immigration Consultants and you must follow the CSIC
Regulations as well.
Please take notice that we just added this evidence to our complaint with the law Society of upper Canada and in BC and have all the
evidence already sent to them. If you decided to clean your professional act . You can go ahead and do the changes if you feel it is time to
follow your own Regulations so your CSIC members cannot be in default by following your rules. You should be the real model for those
consultants, unfortunately, you are lacking of professionalism and bringing your Society ( CSIC ) into disruptive and shame.
I urge you to read CSIC Regulations since you are in default of every section so far.

Any person who says he/she is a lawyer must have
a license from the provincial Bar of any province.
You can ask to see his/her license and write down
the number, and you can call the State Bar where
he/she is licensed to find out if the license is valid.
A person who does immigration papers but is not a
lawyer is called an immigration consultant.
An immigration consultant must obey these laws:

3.9 An Immigration Consultant should avoid impugning the reputation of colleagues for personal motives; however, subject to the duty of confidentiality, he or she should
report to the appropriate authority any unprofessional, illegal or unethical conduct by colleagues or others. Wherever possible, the Immigration Consultant should request an
explanation from this individual to assist the consultant in determining whether there is any obligation to report this individual’s conduct.
Conduct Unbecoming an Immigration Consultant”
means conduct in an Immigration Consultant’s personal or private capacity that tends to bring discredit upon the profession including, for example:
(b) taking improper advantage of the youth, inexperience, lack of education, lack of sophistication, ill health, or un-businesslike habits of another;
(c) engaging in conduct involving dishonesty; or
(d) failing to abide by a fee dispute resolution either resolved by the Society or a court of competent jurisdiction.
Officer”
means any person or class of person designated as Officers by the Minister to carry out any purpose of any provision of IRPA.
(e) stating or implying an ability to influence improperly a government agency or official; or

ADVERTISING, SOLICITATION AND MAKING SERVICES AVAILABLE
11.1 An Immigration Consultant should make professional services available to the public in an efficient and convenient manner that will command respect and instil
confidence, and by means that are compatible with the integrity, independence and effectiveness of the profession.
11.2 An Immigration Consultant or his or her Agent shall not engage in false or misleading advertising or representations. In particular, an Immigration Consultant or his or
her Agent shall not misrepresent or mislead a Client as to his or her qualifications, services, fees, available programs or benefits. In addition, an Immigration Consultant or
his or her Agent shall not provide false or unrealistic expectations as to either results or processing times. Under no circumstances shall an Immigration Consultant or his or
her Agent purport to have special access or influence with respect to the Minister, an Officer, or the Board.
11.3 In all instances, advertising should be in good taste and is not such as to bring the profession or the Society into disrepute.

Furthermore, former immigration officials must abide by and ensure they are in compliance with the Government’s own post-employment rules.
5. An Immigration Consultant shall clearly distinguish his or her own credentials from those of a lawyer licensed to practise law in any province or
territory, and shall not refer to any foreign credential or in any other way make representations that may reasonably lead to a
misapprehension that the Immigration Consultant is a lawyer, provides legal services or has credentials as a lawyer when that is not the case.

I do admit that you are certainly surprises CSIP everyday with new default of your own regulations. We have just noticed that your website page
paypal, provide the public with the payment method of charging your client with LEGAL SERVICES FEES. Because one of your client just sent us a
receipt that you have charged her with legal services fees which she thought that you are a lawyer!
CSIP investigated her complaint after she received confirmation that You are the one who is hosting the seminars not a registered lawyer of any law
society and just read her attachment clear and no mistake about it.
We want to know under which section of the CSIC regulations that an Immigration consultant is allowed to charge legal services fees for immigration

seminars hosted by yourself as ( Consultant) . Immigration Consultants are somehow confused to follow your step or CSIC regulations steps. At one
point and still to this day, your business cards and your signature use the term " immigration counsel " and now your payment receipts shows that you
do receive payment for " Legal services fees "
Mr. Ryan, please it is a my advice to you and to your clients as of today, is to change CSIC by-law and its regulations in order to fit your business styles
and have all consultants be treated equal. Because you are certainly put yourself out as a lawyer / Counsel no doubt about this. This makes you again
and again in default of your own Regulation which you imposed on CSIC members for the past two years.
We hope by now that you can get the picture that you are as equal as to any Immigration Consultants and you must follow the CSIC Regulations as
well.
Please take notice that we just added this evidence to our complaint with the law Society of upper Canada and in BC and have all the evidence already
sent to them. If you decided to clean your professional act . You can go ahead and do the changes if you feel it is time to follow your own Regulations
so your CSIC members cannot be in default by following your rules. You should be the real model for those consultants, unfortunately, you are lacking
of professionalism and bringing your Society ( CSIC ) into disruptive and shame.
I urge you to read CSIC Regulations since you are in default of every section so far.

There are non-lawyer businessmen on the Internet who pretend or imply that they are attorneys, when in fact they are not.
Other immigration "consultants", "specialists" or "professionals" Ex- Immigration officers, Counsel, CIC Employment
Counsellor , CIC settlement Counsellor claim to be able to do anything a lawyer can do, when in fact this is not true. CIC
regulations clearly prohibit non-lawyer business firms from representing an immigration petitioner or beneficiary in any manner
before the CIC, the embassies, or any other governmental institution. Many provinces have made “immigration consulting
non-lawyers illegal due to the extensive history of deceit or incompetence by such firms. Furthermore, if you hire one of these
non-lawyer firms below and something goes wrong, there is no Bar Association or any other entity to whom you can seek
redress, nor are such firms restrained in their conduct by fear of a Bar Association complaint or malpractice action by their
“clients”. There is an organization called CSIC , but all the mentioned people below are directors or have conflict of interest
with CSIC directors, so your complaints is invalid against those people.
You should always check a consultants or lawyer’s credentials. You can check John Ryan's, Ron McKay's credentials, or

Know Your Rights!
Anyone offering immigration help must follow certain
laws. These are some of the most important ones:
Any person who says he/she is a lawyer must have
a license from the provincial Bar of any province.
You can ask to see his/her license and write down
the number, and you can call the State Bar where
he/she is licensed to find out if the license is valid.
A person who does immigration papers but is not a
lawyer is called an immigration consultant.
An immigration consultant must obey these laws:

explanation from this individual to assist the consultant in determining whether there is any obligation to report this individual’s conduct.
Conduct Unbecoming an Immigration Consultant”
means conduct in an Immigration Consultant’s personal or private capacity that tends to bring discredit upon the profession including, for example:
(b) taking improper advantage of the youth, inexperience, lack of education, lack of sophistication, ill health, or un-businesslike habits of another;

11.1 An Immigration Consultant should make professional services available to the public in an efficient and convenient manner that will command respect and instil
confidence, and by means that are compatible with the integrity, independence and effectiveness of the profession.
11.2 An Immigration Consultant or his or her Agent shall not engage in false or misleading advertising or representations. In particular, an Immigration Consultant or his or
her Agent shall not misrepresent or mislead a Client as to his or her qualifications, services, fees, available programs or benefits. In addition, an Immigration Consultant or
his or her Agent shall not provide false or unrealistic expectations as to either results or processing times. Under no circumstances shall an Immigration Consultant or his or
her Agent purport to have special access or influence with respect to the Minister, an Officer, or the Board.
11.3 In all instances, advertising should be in good taste and is not such as to bring the profession or the Society into disrepute.

Be advised, that we CSIP the Canadian Society of Immigration Practitioners based in Vancouver, and on behalf of 4486 volunteered Immigration Practitioners / Members in Canada and abroad. brings to your immediate attention, that we have sent a complaint to the International trade Canada with our deep concern about their advertising for particular company that we believes it is a misleading to the public of Chile. http://www.tcm-mec.gc.ca/chile/profile-en.asp?CompID=1286.

As we mentioned in our complaints attached below, that we have received large number of complaints from the public of Chile that the directors or the employee of the Fidelity Capital International Inc. which is published under the Team Canada Division of the Department of International Trade website is false and misleading in providing legal and financial services. NON of those people are legally certified or registered as lawyer, accountant, financial planner, they are ex-immigration officers, and currently employees of an organization (CSIC) where they imposed by-laws in which they are in defaults. We checked the first website relating to John Ryan Personal Business profile, including Ms. Jessica Moreli employee of CSIC and she is currently immigration consultant www.tcmec.gc.ca/chile/profile-en.asp?compID==1286 .

















We found that John Ryan and Jessica Moreli claiming that they are providing legally able to provide legal and financial services to people of Chile. In addition to this, they are using the LoGo of Canadian Government on their personal website. Which is against the Part 11 Advertising section 11.2 of “Rule of Professional conduct of CSIC”? This section clearly says, “An Immigration consultants or his or her agent shall not engage in false or misleading advertisement or representation...under no circumstances shall an immigration consultant or his agent purport to have special access or influence with respect to the Minister, an officer or Board". By using Canadian Government LOGO is trying to purport that he has special access to Canadian Government. Therefore, he violated section 11.2 of rules as well.
We emailed a notice to Mr. John Ryan and to Jessica moreli to explain their position on complaint filed by 4486 Immigration Consultants regarding Websites WWW.visapost.com and www.tcm-mec.gc.ca/chile/profile-en.asp.Which consultants believed that violating fair competition. Noticed sent to Mr. John Ryan and Jessica Moreli but we did not get any response from them. Therefore, we proceed, as there is no rebuttal.

We checked another websites and found that they have pattern in misleading the international public on www.Visapost.com website, Mr. John Ryan using his vice Chair designation to lure clients. In addition to this he further stated, "In 2002 he was appointed by the Minister of Citizenship and immigration to Canada to the Minister Advisory committee on the regulation of consultants". We declared that it is the violation of Part 2(e) of the CSIC Rule of professional conduct. It implies that he can influenced government agencies or officials. Under Part 1 (1.5) Rules of professional Conduct, it is duty of any person to whom the rules applies to comply with it provision. Therefore, we order John Ryan to remove this information from its website immediately.

He is not an elected v.Chairman of CSIC, therefore board decides that using this designation is giving him unfair advantage.

We found that John Ryan violated above mentioned Rules of Professional Conduct.

We have investigated the public concern and we sent our complaints to the law societies of BC and Ontario. Unfortunately, our complaint was misunderstood and rejected by Mr. Carlos Vanderloo of the international trade Canada and we are still waiting for the law society reply and full investigation against them. Therefore, we are pleading to your ministry office to remove this company from your website due to the fact it is harmful and misleading to the public of Chile because the people who are published are registered immigration consultants and are not at any time certified to provide legal or financial advice in Canada or Chile.










How can you prove to us that Foreign Affairs Canada (FAC) supports Canadians abroad, works towards a more peaceful and secure world, and promotes our culture and values internationally when they support and publish misleading and false information.

At this point, we demand for your office to respond to us with proper action and satisfy our concerns; otherwise, we will reach another alternative and communicate with the media to hear the Canadian public comments on this issue.

Fidelity Capital International Inc. participated in a trade mission to Chile in 2003 which was organized by this division. With reference to the company profile of Fidelity Capital International Inc. which is posted on our website, all companies who participate on our trade missions are entitled to submit a short summary of their business activities. These profiles are then placed in a Directory of Participants and distributed to the trade mission participants and business contacts in the market visited, as well as posted on the trade mission website.

While we are concerned about your allegations and will be interested in the outcome of your formal complaints with the Law Societies of British Columbia and Ontario, we have no reason to remove the Fidelity Capital International Inc. profile from our website .

Regulating Immigration Consultants presented to the Minister of Citizenship and
Immigration in May 2003. CIPC as NGO will offer services at no cost to immigrants and
refugees and therefore any Regulatory Body exempts CIPC from regulation.
Upon the CIC and the initial RECOMMENDATION 20 as part of the Report of the
Advisory Committee on

and/or representatives.
Given the above-mentioned fundamental approach and announce it publicly and abroad,
it is clearly to the CIC and Embassies that all members of CIPC as member of the NGO
not be viewed or even considered in the same category with immigration consultants. It
follows that CSIP members as part of the NGO should not be regulated as immigration
consultants. CIPC Accountability rather lies with the NGO for the actions of our
representatives.
In order to protect the integrity as NGO representative as a great model world wide for
immigration advisers that this announcement is outlining and excluding legitimate CIPC
as NGO, CIPC announcing that, CIPC is exempt from regulation as a consultant, CIPC
as NGO meets allow the criteria to be represented as NGO.
CSIP announced that we are exempt ed NGO and we satisfied the following criteria:
1.. CSIP and CIPC division are a non-profit organizations.
2.. A board of directors governs the organization.
3.. The organization is incorporated.
4.. The organization has a social mandate to serve refugees and immigrants and defend
their rights.
5.. The organization is a member of a national, regional or provincial umbrella
organization of organizations serving or advocating for refugees and immigrants.
6.. The organization charges no fees of any kind for services related to advice,
information or representation in immigration processes.
7.. The representative of the NGO identifies him/herself to the refugee/immigrant and to
any other parties involved in the process/services as a representative of the NGO.
8.. The NGO has a public complaint mechanism available and accessible to clients.
9.. The NGO promotes the professional development of its representatives providing
services of advice, information or representation.

immigration practitioners as NGO will be providing immigration information, advice or
representation, and we undertake appropriate steps and initiatives to examine our role,
responsibilities and obligations regarding our work in this area. Part of this process could
include examining all opportunities to upgrade the education and competence of our staff
and/or representatives.
Given the above-mentioned fundamental approach and announce it publicly and abroad,
it is clearly to the CIC and Embassies that all members of CIPC as member of the NGO
not be viewed or even considered in the same category with immigration consultants. It
follows that CSIP members as part of the NGO should not be regulated as immigration
consultants. CIPC Accountability rather lies with the NGO for the actions of our
representatives.
In order to protect the integrity as NGO representative as a great model world wide for
immigration advisers that this announcement is outlining and excluding legitimate CIPC
as NGO, CIPC announcing that, CIPC is exempt from regulation as a consultant, CIPC
as NGO meets allow the criteria to be represented as NGO.
CSIP announced that we are exempt ed NGO and we satisfied the following criteria:
1.. CSIP and CIPC division are a non-profit organizations.
2.. A board of directors governs the organization.
3.. The organization is incorporated.
4.. The organization has a social mandate to serve refugees and immigrants and defend
their rights.
5.. The organization is a member of a national, regional or provincial umbrella
organization of organizations serving or advocating for refugees and immigrants.
6.. The organization charges no fees of any kind for services related to advice,
information or representation in immigration processes.
7.. The representative of the NGO identifies him/herself to the refugee/immigrant and to
any other parties involved in the process/services as a representative of the NGO.
8.. The NGO has a public complaint mechanism available and accessible to clients.
9.. The NGO promotes the professional development of its representatives providing
services of advice, information or representation.

On behalf of FSIP the Federal Society for Immigration Practitioners and its associate CSIP the Canadian Society of Immigration Practitioners and its 4300 members, I congratulate you and the NDP party for a well-fought and victorious electoral campaign. The recent gains made by the NDP indicate a growing public acceptance and awareness of The NDP and its platform. We are all-proud of you and look forward to working with you on solving the issues and concerns expressed by CSIP regarding the abuse and corruption prevalent at CSIC. We have to move swiftly on this front as continued CSIC regulatory authority places the entire immigration industry at risk.
CSIP and its 4300 members are the largest immigration representative organization in Canada. Based on its large and diversified membership base it is well suited to facing the challenges of serving as the primary regulator of this industry and its practitioners including public notaries.
The Canadian Society of Immigration Practitioners CSIP is a non-for profit organization representing over 4300 members dedicated to protecting the interests and livelihood of all Immigration stakeholders in Canada and abroad. It represents Immigration Consultants and other individuals and organizations primarily concerned with, and employed in the field of immigration and citizenship. To often this industry’s name has been marred by unsubstantiated allegations and petty insinuations leading to an unfair characterization of the industry as a whole. Our task is to work for a self-regulatory regime, which can allow immigration practitioners to practice their profession in an ethical and self-regulatory environment with minimal government interference.
We are opposed in principle to the Federal government’s efforts to regulate our industry as reflected by the creation of CSIC, Canadian Society of Immigration Consultants based in Toronto and its subsequent descent into financial misappropriations, bitter infighting and venal corruption. The immigration profession has suffered greatly on account of these improprieties. Rather we feel that it is The Federal Society and CSIP that is more representative of the immigration profession and more qualified to take on the task of setting regulatory guidelines and professional standards for the industry as a whole. The Federal Society and CSIP recognize the difficult path ahead and the hard work required to resuscitate the Immigration Industry for the welfare of all consultants, practitioners and other stakeholders. We are however confident that with your unstinting support we will succeed in promoting and protecting the best interests of all professional and others dependent on this industry.
CSIP created a NEW ACT with its Regulations, your office assistance in proposing this act to the new Government on our behalf for their approval in order to ensure everyone complying with the regulations for the consumer protections.
I look forward to working with you as discussed with you on December 21, 2006 and seeking solutions to the many issues that we face today and specially prior to January 31, 2006 per our previous discussion.

Support Access to Justice the Federal Society of Immigration Practitioners supports a number of services, such as the Public Immigration law Education Task Force and Pro Bono services, that help to make sure the public is well served by the Immigration industry and the system of Canada. The Law Society Cannot
Investigate complaints about members' fees. The Federal Society of Immigration Practitioners cannot order our member to reduce the amount billed to the public (client) for services provided.If the public have a problem with your bill, there are two things the public ( Client ) can do: talk to their member, or contact lawyers as an arbitrator at their own expenses to file at the Assessment Office of the Superior Court of Justice to make an appointment to have the public ( client ) bill reviewed. Provide non- legal advice. Staff in The Federal Society of Immigration Practitioners Client Service Centre cannot provide legal advice, but can give the public information about our complaints process, and direct the public to other legal resources.
Order our member to compensate the client for losses resulting from negligent acts.All practising members, organization, associations, and Societies in Canada are required to have professional liability insurance. Members are insured by their own choice of insurance company... If the public believe that our member was negligent, the public may obtain the advice of a lawyer to pursue a claim for compensation if our arbitration was not satisfactory.

III The mandate of the Society is
The Federal Society of Immigration Practitioners, exists to govern and discipline all Societies, Associations, Organizations, Corporations, Notaries and Individuals ( Ex immigration officers, Consultants, Lawyers, Advocates, advisors, Paralegal, stake holders and any other recognized organization specified in the IRPA / IRPR section 13.(1) (2) ) who practice immigration in Canada in the public interest by: ensuring that the people of Canada and Foreign consumers are served by immigration practitioners , Societies, Organizations, associations who meet the standard of learning , competence and professional conduct; and upholding the independence , integrity and honour of the immigration profession; for the purpose of advancing the cause of justice and the rule of law .

The Objective of the Society ;
Objects of the FSIP Corporation are: the Society is an Umbrella Immigration Society is responsible for Regulating / Supervising / Discipline the members and their activities of other Societies and NPO Societies administration , Association, Organization, Corporations, Notaries and immigration Practitioners in Canada who are members and non members of any organization and who provide immigration advice for a fee / Pro bono services / Stakeholders, Associates / Ex Immigration officers / Foreign Lawyers / Foreign Immigration Agents / Paralegal / Immigration Clerk / Immigration Advisor / Immigration consultants / Immigration advisor / Immigration advocates / Immigration settlers / immigration counsellors / Refugee settlers advisors and or any organization regulate any members in the immigration industry.
The Society grants memberships to only those Societies and NPO Societies , Association, Organization, Corporations, Notaries and immigration Practitioners in Canada who are members and who provide immigration advice for a fee / Pro bono services / Stakeholders, Associates / Ex Immigration officers / Foreign Lawyers / Foreign Immigration Agents / Paralegal / Immigration Clerk / Immigration Advisor / Immigration consultants / Immigration advisor / Immigration advocates / Immigration settlers / immigration counsellors / Refugee settlers advisors, and any immigration practitioners who is employed or supervised under any lawyers or law firm in Canada or outside Canada owned by Permanent resident or Canadian Lawyer. And any Society, organization, Association who regulates immigration members.
All members who have demonstrated their knowledge and ability in administering any Society, Association, Organization deals with Immigration and or to advise , consult and represent / Regulate people / members who wish to seek Canadian immigration before the Authorities , Government agency, Embassies, Consulates, High Commissions, before tribunal, have passed the minimum standard of the Society's Knowledge and Ethics Test and have demonstrated their good character.
To ensure the competent and professional conduct of its members, the Society has also developed a strict code of conduct with its Rules of Professional Conduct by which all its members must abide and created by a NEW Society Immigration Act that is pending before the Senate and Federal Government Approval.
FSIP is an independent, not-for-profit organization / under Charity category with CCRA, the Society does not operate at arms length from the provincial or Federal Government or the 14 law societies of Canada. The affairs of the Society are managed by a Board consisting of a minimum of 5 Directors of the first panel under volunteering positions, 10 Immigration Practitioners of the second Panel under volunteering positions. 5 retired citizenship and immigration judges / 5 active lawyers of the third panel under volunteering position.
